Physical Characteristics: 5′ 0″ tall, 88 pounds, 13 year old, Caucasian female. Cinda has brown hair, brown eyes, and a small scar below her left eyebrow.
Last Seen Wearing: White Jersey type shirt with dark blue short sleeves. The shirt has a cartoon of ZZ Top on the front and the numerals “81” on the back. Also wearing size 12 slim blue jeans. Two tone blue tennis shoes with black waffle soles, rope type belt that is braided nylon that is rust or orange in color, and a leather belt buckle with “Cinda” tooled on the front of it.

Thirteen year old Charlotte Kinsey and thirteen year old Cinda Pallett went missing from the Oklahoma State Fairgrounds in Oklahoma City on September 26, 1981.
On September 26th, Charlotte had called home telling her mother that she and Cinda had been offered jobs at the fair unloading plush toys from a truck. Charlotte’s mother gave the okay on the stipulation that the girls phone home at 9:00pm. The plan had been for Charlotte and Cinda to spend the night together at Cinda’s house. However, the did not call back and they haven’t been seen or heard from since.
In the months and years since their disappearance, one main suspect has risen above all others. And that is suspected serial killer Royal Russell Long. Long was employed as a long-haul truck driver and had a long and sordid past involving abuse of young girls. It’s largely believed that Long posed as a carnival worker to gain access to the girls. Eventually, in 1985, he would be charged in Oklahoma with the kidnapping and murder of both Cinda and Charlotte- however a judge threw out most of the evidence the state had against Long and dismissed the charges against him. Long would die in prison in 1993 while serving two life terms for the kidnapping and suspected murder of another young girl in Wyoming. He remains the suspect in multiple kidnappings and homicides across several states.
Meanwhile, Charlotte and Cinda have never been found. Forty years is long enough to make a family wait.
