Frank Paul (though some newspapers have him as Paul Frank) Turner was found murdered on February 22nd, 1973 behind an office building at Frankfort Avenue and Apache Street in Tulsa, Oklahoma. An unidentified man discovered his body at 1040pm and reported it at a nearby business. Cause of death was determined to be two gunshots, one in the left cheek and one in the neck.

Within minutes of Frank’s murder, two blocks away, another man, Earl Cissel, was shot when he opened the door to his apartment. The shooter pistol whipped Earl, took his wallet and ran. Luckily, Earl survived his injuries. It’s unknown if the two shootings are related but it’s possible they could be.

Frank was born September 15th, 1949 in Tulsa, Oklahoma but at the time of his murder he was a resident of Sacramento, California. He was in Tulsa visiting friends and family. He was just 23-years-old.
